Digital Leadership Excellence

The Digital Leadership Excellence (DLE) Programme is an innovative collaboration between the Malaysian Communications and Multimedia Commission (MCMC) and Huawei Malaysia to propel Malaysia into the forefront of the digital economy.

The 3+1 months fully sponsored programme by Huawei Malaysia emphasizes leadership, innovation, and sustainable growth in the digital era. It is structured around thematic workshops and employs a hybrid learning approach with 90% in-person and 10% online sessions.

The central themes are Digital Leadership, 5G Connectivity, Artificial Intelligence (AI), the Internet of Things(IoT), Cloud Computing, Big Data, Green Technology, and Cybersecurity.

Participants will gain insights into the practical applications of digital transformation while enhancing their collaboration and problem-solving skills by undertaking capstone projects and developing innovative solutions to national challenges in groups. Finally, the programme culminates in a study visit to China, where participants will explore cutting-edge technologies at Huawei and other industrial partners, gaining valuable insights into global best practices.

This multifaceted structure equipped participants with technical expertise and leadership skills, empowering them to lead Malaysia’s digital advancement.

Programme Approach

Closed Class Training

Twice monthly at designated venue. Lecture and sharing from industries subject matter experts.

Industrial Conversation

Interaction with esteemed leaders, innovators and practitioners from various industries of Malaysia and global.

Capstone Project

Group Projects to propose for Malaysia’s Digital Advancement. The projects are to be presented at the end of the term and published.

Industry Visits in China

Immersive 6-day on-site visits to leading organisations in China, offering deep insights into transformational leadership and cutting-edge innovation.

Evaluation and Selection of Applications

Application

Fill out the form on the website and submit it online with the required document.

Evaluation

1st stage evaluation by the secretariat team, a complete submission that fulfils the application criteria and eligibility requirements will advance to the following process.

Assignment

Final stage selection by the higher managing panel and assignment to respective cohorts #2 or #3 in 2025.

Notification

Successful applicants will receive notification via email or phone call.

Eligibility & Requirements

The programme is open to policy-related ministry/agencies, industry and academia with the following criteria:

Government Sector / Policymaker

Officers in leadership roles ministries (Management Level Grade 48 to 54).

Industry / Private Sector

Chief Executive Officers/ Chief Technology Officers/ Heads of Divisions/ Departments/ Senior Management with minimum of 10 years working experience.

Academia

Full-time academic faculty member specialising in Information and Communication Technology(ICT) with at least 15 years academic experience.

  • Must be actively involved in initiatives accelerating innovation/digital transformation within their organisation.
  • High proficiency in English (spoken and written).

  • Organisations may submit multiple applications; however, only one applicant per organisation will be selected for each cohort.
  • Applicants are required to provide a reference or recommendation letter from a superior, justifying their participation in the programme.
  • Business owners must submit a recommendation letter from a professional colleague who is familiar with their work.
  • Participants must attend all classes, workshops, and the industrial visit to China to qualify for the certificate of completion. Exceptions for absenteeism will be considered and approved by the secretariat on a case-by-case basis.
  • As this programme is fully sponsored, participants who fail to complete the course without approved exceptions will be subject to penalties enforced by the organiser. Organiser will cover the flight ticket, accommodation, and ground arrangements for the industrial visit to China. Meals will be provided during the day; however, dinner and any other personal expenses will be borne by the participant. Participants are also responsible for all travel and accommodation costs incurred during classes held in Malaysia.
